Governor Jeb Bush and Lt. Governor Frank
Brogan today announced that they will conduct a state government
transition leading into their second term. Tom Petway of Jacksonville will lead the transition as Chair and David
Griffin, Secretary of the Florida Lottery, will serve as Executive
Director.
Mr.
Petway and Secretary Griffin will manage this transition process to seek
input on policy, coordinate staffing for the Governor’s second term
and conduct an ongoing review of state government and state agencies.
They will lead the effort in opening the process to new faces and ideas
while continuing to focus on the Governor’s priorities - reading,
diversifying Florida’s economy and building Florida’s families by renewing the spirit of
community.
“I
am proud of what we have accomplished in the last four years and the
dedication of those who have served in this administration. I continue
to believe that the best and brightest ideas come from untapped human
capital in our communities,” said Governor Bush. “I want to continue
the spirit of bold thinking and new vision that we brought to Tallahassee in 1998.”
Tom
Petway, a lifelong resident of Jacksonville, has become one of the most successful
business and civic leaders in Jacksonville and the state of Florida. He is Chairman of the Board of Zurich
Insurance Services, Inc., a national insurance marketing and
administrative services company. Petway is also co-founder of Prudential
Network Realty and a partner in the NFL’s 30th franchise, the
Jacksonville Jaguars. He was Co-Chairman of the organizing group for
Super Bowl XXXIX and is currently Co-Chairman and CEO of the
Jacksonville Super Bowl Host Committee, Inc.
Tom
Petway is involved in numerous business, civic and political activities.
From 1999 until its elimination in July, 2001, he served his second
gubernatorial appointment to the board of Regents of the State
University System of Florida, serving as Chairman for two years; he
previously served on the board from 1989 until 1995. He currently serves
as Chairman of the Board of Directors, Hospice Foundation for Caring;
and is serving is second term as Chairman of the Jacksonville Economic
Development Commission.

Governor has said that he wants to continue to ask what’s best for our
state and I look forward to reaching out to citizens all over Florida to
help answer that question to lead us into the Governor’s second
term”, said Petway.
Mr.
Petway received a Bachelor of Science Degree from the Florida State
University School of Business in 1962 and has also received FSU’s
prestigious Honorary Doctorate of Humane Letters for his leadership and
accomplishments.
Mr.
Petway is married and has two children and two grandchildren..
David
Griffin was appointed Secretary of
the Florida Lottery by Governor Jeb Bush on June 17, 1999. Secretary Griffin has brought the Florida
Lottery both public- and private-sector business knowledge, as well as
lottery administrative experience gained at the Ohio Lottery, where he
served from 1996 to 1999 as Assistant Executive Director. Secretary
Griffin also serves as state agency Chairman of the Governor's
Mentoring Initiative.

thoughts to the table from outside Tallahassee exhibits his commitment to the diversity of
people and ideas this state has to offer,” Secretary Griffin said.
Secretary
Griffin received a bachelor's degree in community development from PennStateUniversity, a master's degree in business
administration from Lake ErieCollege, and a law degree from Cleveland Marshall
College of Law.
